This report titled Documenting Learning: The Drafting Process of Disaster Emergency Management Plan and Contingency Plan was developed to support the implementation of Locally-led Disaster Preparedness and Protection (LLDPP) Project aimed at improving professional capacity and leadership of officials at the Ministry of Social Affairs and in emergency response clusters and increasing multi-sectoral capacity on preparedness and response in three provinces in Indonesia. This report was developed to 1) document and disseminate the learning outcomes and good practices of the drafting process for RPKB and contingency plans at national and project site levels; 2) recommend areas of improvement for the future drafting of RPKB and contingency plans, both in terms of the process and content; and 3) encourage replication of good practices and lessons learnt by relevant stakeholders at national and local levels
