1)  About Plan International

Plan International Indonesia has been operating in Indonesia since 1969, according to the Memorandum of Understanding with the Government of Indonesia. In 2017, Plan International Indonesia transformed into Yayasan Plan International Indonesia; registered by the Ministry of Law and Human Rights. This transformation aims to reach more children, especially girls in Indonesia.

 

2) Background on the topic/ issue

The unprecedented catastrophic COVID-19 global pandemic will not only slow down the effort to end child marriage but will even potentially result in an additional 13 million child marriage cases worldwide between 2020 and 2030. From January to June 2020 the Government of Indonesia Directorate General of Religious Judiciary received 34.000 applications on the dispensation of minimum age of marriage (Ministry of Women Empowerment and Child Protection, 2020). Among these are vulnerable girls living under poverty and marginalization in Indonesia. This situation will certainly require higher commitment and larger resources to meet SGD Target 5.3 on human development.

Gema Cita is aiming to extend the good practices and investment that have been made by Yes I Do project, for initial 24 months in two districts: West Lombok District (West Nusa Tenggara Province) and Sukabumi District (West Java Province) where the prevalence and vulnerability to Child Early and Forced Marriage (CEFM) practices and teenage pregnancies are relatively high. The case of West Lombok and North Lombok is increasing almost twice during pandemic COVID-19, 69 cases in 2019 and 135 cases in 2020 (Regional Office Ministry of Religion for West Nusa Tenggara Province, 2020). While in Sukabumi District, the Religious Court registered 89 Marriage Dispensation cases in 2020, which was 35 in 2019.

The project will build on and extend the results and various (government/other) stakeholders commitments achieved by the end of the Yes I Do! Indonesia program (December 2020) in these locations and at National level such as worked closely with the established Community-based Child Protection Mechanism which was locally legitimated through 22 village regulations that protect children from various violence, including from child marriage, prevented 18 child brides-to-be from early and forced marriage, engagement with 23 schools and community learning centres has led to the adoption and implementation of minimum standards on child-friendly schools and 18 youth businesses groups have established and generated income for young people. The project’s overall objective: Improved ASRHR and greater gender equality and empowerment of women and girls in West Lombok District and Sukabumi District. Project specific objective: Adolescent and young people, especially girls and young women, are able to make informed decision to live free from child marriage and teenage pregnancies.

There are three outcomes to be achieved along the project period. As the project implementation has been extended into 9 months implementation to strengthen a youth-led advocacy on regulation, therefore, the Endline study will only measure two outcomes. The outcome three will be assessed at the end of project extension.

  1. Improved adolescent and young people’s agency on SRHR to prevent child marriage and teenage pregnancy.
    • # of adolescent and young people aged 13-24 who able to make informed decisions about their sexual and reproductive health
    • % of adolescent and young people who say they can challenge negative community attitudes and behaviours on SRHR and GBV
    • Degree to which peer educators express having the confidence and skills to educate and share information with peers on SRHR including MYP approach

 

  1. Enabling environment support for adolescent and young people through community-based child protection mechanism (CBCPM), Child Friendly School and Child Village
    • % of community members who support adolescent and young people to make their own decisions about marriage, including who, when and if they marry (SRHO3.2.2)
    • # of adolescent and young people who involved and participated by community and school members in CFS, CBCPM and CVF activities

 

Total beneficiaries targeted is 5000 adolescent and young people direct beneficiaries (13-24 years old, 60% female, 40% male) from 2 villages and 5 schools in West Lombok and 2 villages and 5 schools in Sukabumi District, 1000 adults direct beneficiaries (>24 years old) including community and women leaders (village leaders, government officials, religious leaders, local professionals: midwives and health workers, social workers, teachers, etc), 10,000 indirect adolescent and young people (13-24 years old) and 10,000 indirect parents/caregivers, and 324,000 influenced people from Plan Indonesia digital platforms (Facebook, Instagram, Twitter, and YouTube).

At the end of Phase 1 implementation of Gema Cita, the project has successfully transformed 10 schools into Child-Friendly Schools and enhanced the capacity of PATBM in 2 villages. Additionally, Gema Cita has bolstered the ranks of 156 Peer Educators (PE) in Sukabumi District and 154 PE in West Lombok District. A total of 310 PE has disseminated information on SRHR and the prevention of child marriage through a regular series of discussions, reaching 3,475 students (1,983 females and 1,492 males) in Sukabumi District and 1,875 students (1,001 females and 874 males) in West Lombok District.

Gema Cita has not only improved the knowledge and capacity of school personnel, village officials, adolescents, and youth regarding SRHR and child marriage prevention but has also successfully prevented and halted 13 cases of child marriage (9 cases in West Lombok District and 4 cases in Sukabumi District). In the process of preventing these 13 cases of child marriage, Gema Cita actively facilitated and encouraged local stakeholders to take the lead in implementing these initiatives.

3) Endline Focus

a. Endline Purpose

The Endline study is expected to answer current situation of project working area which related to project outcome indicators and some output indicators. Specifically, indicators of Result as below:

    1. Outcome 1: Improved adolescent and young people’s agency on SRHR to prevent child marriage and teenage pregnancy
    2. Outcome 2: Enabling environment support for adolescent and young people through community-based child protection mechanism (CBCPM), Child Friendly School (CFS) and Child Village Forum (CVF)

b.  Endline Questions

Through this Endline, we would like to get a description on:

  1. What is existing level of (% or Number) agency among targeted adolescent and young people (aged 13-24) on SRHR to prevent child marriage and teenage pregnancy (Outcome 1)
    • What % and number of adolescent and young people who able to make informed decision, who say they can challenge negative community attitudes and behaviours on SRHR and GBV, and to what degree peer educators express having the confidence and skills to educate and share information with peers on SRHR including MYP approach
  2. To what extend enabling environment support for adolescent and young people (% and number) through community-based child protection mechanism (CBCPM), Child Friendly School (CFS) and Child Village Forum (CVF) – (outcome 2)
    • What % and number of community members who support adolescent and young people to make their own decisions about marriage, including who, when and if they marry and what % and number (#) of adolescent and young people who involved and participated by community and school members in CFS, CBCPM and CVF activities

This Endline question will follow Plan International Area of Global Distinctiveness (AOGD) guideline.

4)  Users of the Endline

The result of this Endline will be used by:

  1. Yayasan Plan International Indonesia in general, specifically the SPACE Program, Influencing, Resource mobilisation and Gema Cita Project
  2. Project potential beneficiaries: youth, parents/caregivers, school component, community, stakeholder, and Government (National, District, and Local level).
  3. Plan Nederland as Donor of Gema Cita

 

5)  Methods for Data Collection and Analysis

This Endline shall use mix approach between qualitative and qualitative, using primary data through the survey method for quantitative. While for Qualitative information will be gained through FGD and KII for qualitative. To complete the primary data, the Consultant also needs to hold a desk review on the secondary data of the previous relevant study. The data collection will be located in Sukabumi, west Lombok and National.

a.  Quantitative Sample

The population of this Endline will be Gema Cita’s targeted beneficiaries and stakeholders of project implementation. The sampling size should be calculated with a margin of error of 5% (confidence level 95%) which is 357 adolescent and young people from total 5000 adolescent and young people direct beneficiaries (13-24 years old) from 5 schools in West Lombok and 5 schools in Sukabumi District, and 278 adult from 1000 adults direct beneficiaries (>24 years old) including community and women leaders (village leaders, government officials, religious leaders, local professionals: midwives and health workers, social workers, teachers, etc). The total sample will be disaggregated by sex, age group, disability, and representing each district. The sample should follow the targeted adolescent and young people of the Project, 60% female and 40% male, and will be collected using an offline survey. The Consultant should provide a sampling matrix for quantitative and qualitative data collection.

b.  Qualitative Participant Selection and Recruitment

Respondents for survey, FGD, and KII have to fulfil the criteria selection as below:

  1. Female and male Adolescent and young people aged 13 to 24 years old from 10 targeted School and 4 targeted villages in Sukabumi and West Lombok
  2. Female and male adult aged >24 years old which is Community and women leaders (village leaders, government officials, religious leaders, local professionals: midwives and health workers, social workers, teachers, PATBM members, Child Friendly School team, etc)

6)  Consultant’s Responsibilities and Key Deliverables

6.1 Consultant’s Responsibilities

The selected Consultant will be responsible to:

  1. To develop a Endline Design and Work Plan following Plan Indonesia’ format, including Endline Background, Purpose and Questions, Methodology, Analytical Framework, Sampling and Respondents, Data Quality Assurance, Team Composition, Logistic, Deliverables, and
  2. To develop a sampling matrix study and Plan Indonesia to determine the respondent selection
  3. To develop Endline instruments as well as test the instrument before data collection. The development of tools should engage Plan
  4. To develop risk assessment and mitigation on Safe Guarding before conducting data
  5. To recruit and train enumerators with collaboration with Plan Indonesia, including
  6. To collect primary and secondary data using the final instruments to selected
  7. To conduct data cleaning, quantification, interpretation, and
  8. To develop a Draft and final Endline Report that refers to Plan Indonesia’s format using English and Bahasa Indonesia
  9. To submit Final Consultancy Report based on Plan Indonesia standard including result presentation, row data (raw and clean data) of the survey, FGD and KII record, transcript, Analysis result, infographics, and risk mitigation

7. Timeline

This consultancy will be conducted in 45 working days, from 4 July to 31 August 2022. The Consultant is expected to submit a detailed execution plan with a reasonable and realistic number of days that will not be more than 45 days. 8. Inputs

The Consultant has to provide all equipment needed such as laptops, camera/multimedia recording tools, workstation, internet connection, line phone, etc. The Consultant also has to provide Ethical Clearance, Permission Letters, and Informed concerns for these consultancy services.

9. Fundamental Principles, Approach, and Ethical Considerations

Plan Indonesia Staff and Consultant must adhere to Plan International Child and Youth Safeguarding and Protection. The Consultant must follow Ethical Principles for involving human subjects in Endline and obtain written/verbal consent from human subjects. Permission from elders must be sought if the children under 18 years are involved as subjects. Signed informed consent of each child and their parents need to take after explaining the purpose of the study and its usage. Training on this will be part of the training provided for the team.

All the projects managed by Plan Indonesia and its partners should also be aligned with Plan International’s global ambition to reach 100 million girls, using a gender transformative approach in delivering its tasks. In this assignment, the Consultant is expected to apply a gender transformative approach through addressing gender norms, strengthening girls’ and young women’s agency,

advancing girls’ and women’s condition and position, working with boys and men to embrace gender equality, responding to the needs and interest of girls and boys in all their diversity, and fostering an environment that enables gender equality and girls’ rights. Any method proposed requirements to be in line with Plan International’s MERL Standards – namely that it is ethical and consider the needs and wellbeing of any respondents involved, including age, sex, disability, areas, and school.

10. Required experience and qualifications

The required skills and competencies for the Consultant are:

  1. Advanced degree in Gender Justice and Economic Empowerment studies or relevant degrees to this
  2. Local Consultant with an understanding of gender justice context among youth in West Nusa Tenggara, particularly Lombok Barat and in West Java, particularly Sukabumi District.
  3. At least 10 years of experience in conducting Endline and having at least 5 years’ experience in SRHR and GESI studies using quantitative and qualitative
  4. Specific knowledge and expertise in Risky Behaviour and Child Marriage are
  5. Experience in Endline, assessment, evaluation involving marginalized or vulnerable children, young people, and communities (desirable).
  6. Demonstrated understanding of and commitment to children’s rights, gender equality, and development
  7. Experience in working across multiple sectors, including with Knowledge of Plan International/Plan Indonesia and its work (desirable).
  8. Have strong analytical skills and familiar with both Quantitative and Qualitative Method
  9. Have strong writing and presentation skills
