I.                   
Background

Yayasan Plan International Indonesia is collaborating with Bengkel APPeK and Kopernik while working on Sustainable Consumption and Production in the Fish Processing Sector project  (Mata Kail Project) funded by Uni Europe. The Mata Kail project aims to improve the ability of SMEs / MSMEs and young people in rural areas who will do business in the fisheries sector having the ability to adopt sustainable production through the use of environmental – friendly technologies.

 

Mata Kail Project aims at preparing youth to enter job markets and to be entrepreneur in fish processing through enterprise groups. The youth will go through Micro Entrepreneurship Development phases including technical and organizational capacity building, enterprise and business establishment, and finally business coaching. To help the youth throughout all these steps, Mata Kail Project Management is thinking of engaging other parties who have enough experience in delivering training in this particular topics and experience in establishing and coaching new businesses in fish processing until the businesses become more mature. The partner engaged is expected to develop training modules, deliver trainings, help the establishment of new enterprises, and provide business coaching to ensure appropriate operation of the enterprises.

 

 

II.                 Objectives of the Assignment

To get qualified consultants for facilitating, assisting and mentoring youths and SMEs on fishery processing sector in Sikka, Nagekeo and Lembata, in expanding their business processes with adopting sustainable production principles as refer to modules developed by YPII and partners. 

 

 

III.               Scope of Work/Duties and Responsibilities

1.      Provide technical advices for the business mentorship to the newly established enterprise implemented. The advices should include day to day problem solving, developing marketing strategy of the enterprises, and engagement with micro-finance institutes to provide financial resources for the enterprises

2.      Conduct assistance to improve product quality and business productivity including business legalization, product hygiene by applying the SCP principle

3.      Develop business partnership patterns such as the plasma core system partnership pattern, etc.

4.      Conduct business assistance and access to capital ( funding (access to business capital) from microfinance institutions, government
programs, investors, the private sector, or plasma core system partnership patterns, etc.
) to support Youth and SMEs / MSMEs in
making business plans, calculating production costs, handling raw materials, calculating expenditure and income balance, etc.

5.      Accompanying the process of submitting business plan proposals and conducting dialogue with microfinance institutions

VI.                   Inputs

All the needs of the consultant’s activities are included in the operational budget of the activities, YPII’s role is only to provide information and discussion locations at the YPII offices in Kupang, Lembata and Nagekeo.

 

VII.           Key Principles, Approach and Ethical Consideration

Plan Indonesia Staff and consultant must adhere to Plan International Child and Youth Safeguarding and Protection. The consultant must follow Ethical Principles for involving human subjects in a research and obtain written/ verbal consent from the human subjects. Permission
from elder must be sought if the children under 18 years are involved as subjects. Signed informed consent of each child and his/her parents need to take after explaining purpose of the study and its usage. Training on this will be part of the training provided for the team.

 All the projects managed by Yayasan Plan International Indonesia and is partners, should also aligned with Plan International global ambition to reach 100 million girls, using gender transformative approach in delivering its tasks.  In this assignment, the Consultant is expected to apply gender transformative approach through addressing gender norms, strengthening girls’ and young women’s agency, advancing girls’ and women’s condition and position, working with boys and men to embrace gender equality, responding to the needs and interest of girls and boys in all their
diversity, and fostering an environment that enables gender equality and girls’ rights.

 VIII.               Required experience and qualifications

Consultants have the ability and gender sensitivity to develop the economy of young people, especially women in the fish processing sector in the project area. Consultant interested in submitting a proposal should have the following criteria:

      1.     10 years or more experience in capacity building and technical assistance to SMEs / MSMEs

      2.      Experience in creating business plans, handlers raw materials, calculating business operating costs and cash flow balances, preparing proposals for business capital access for SME / MSE for fish processing business

      3.      Experience in managing SMEs, especially for youth who have built their own SMEs

      4.      Proficient in both English and Bahasa (oral and written)

      5.      Good communication skills, with ability of explaining complex problems or concepts in simple and understandable language.

      6.      Experience of working with participatory methodologies

      7.      Graduated from recognized universities preferably from field fishery, entrepreneurship, and anthropology

 

IX.              Application Procedure

Yayasan Plan International Indonesia (Plan Indonesia) invites firms/teams of consultant with relevant expertise and portfolio to apply for the assignment by sending:

  1. A letter of intent
  2. Proposal of the assignment with the following content; (a) background; (b) approach and methodology of the assignment
    outlining key activities and key deliverables produced and proposed content of the training modules; (c) workplan; (d) personnel involved
  3. Proposed budget, to include travel and perdiem of personnel involved, workshop/meeting package related to proposed activities based on the Scope of Work.
  4. Organization Profile with the information on: (a) current and previous relevant works and clients/users; (b) CV of the personnel involved in the assignment and their key responsibilities/roles in the assignment.
